Dynamic Carpets is a building tool made with Skript that allows carpets to be put on top of stairs and slabs of any kind, as well as underneath half blocks (blocks that don't take up the whole cube space) such as chests, fences, chains, glass panes, scaffolding, etc!

The allows blocks the carpets can be placed on / under are fully configurable through a config file.
